These figures describe different measures: initial capital, permanent minimum capital, unimpaired capital and net tangible assets are not interchangeable. Ongoing own-funds and liquidity requirements can exceed the headline minimum. Retail leverage is another constraint. The UK, EU and Australian retail CFD frameworks cap leverage at 30:1 for major currency pairs, with lower limits for other underlying assets. Mauritius FSC
The Investment Dealer (Full Service Dealer excluding Underwriting) category requires MUR 1 million in minimum unimpaired stated capital. USD 22,000 is an approximate conversion, not a fixed dollar-denominated requirement.
The application needs a defined operating model, funding evidence, a suitable investment dealer team and compliance arrangements. The FSC’s criteria also address liquidity-provider arrangements, client agreements, segregation of client funds, insurance, IT infrastructure and business continuity. South Africa FSCA
An FSP authorization under the FAIS framework covers the specified advice and intermediary services. Issuing OTC derivatives as principal raises a separate ODP authorization requirement under the Financial Markets Act framework.
For example, if the South African entity enters into a CFD contract with the customer, it needs a principal-issuer assessment even if every trade is hedged with a liquidity provider. If it provides only intermediary services, the analysis starts with the relevant FSP category and product permissions.
The scope of an FSP license in South Africa must match the client contracts, execution arrangements and functions of the proposed Key Individuals and representatives. The original planning ranges of USD 30,000 to 80,000 per year for substance and compliance, USD 50,000 or more for platform and liquidity arrangements, and USD 150,000 or more for total launch funding are indicative estimates. They are not regulator-set amounts or Equilex prices. Without a defined staffing model and vendor quotations, they should not be presented as universal minimums.
Do not use fixed percentages to divide the budget. The proportions change with execution model, headcount, outsourcing and the time taken to reach revenue. Client money must be kept separate from the broker’s own operating funding and handled under the applicable safeguarding rules.
