As artificial intelligence continues to reshape the gambling industry, regulators are increasingly focused on how the technology can be deployed responsibly.

In this article, we explore the growing role of AI in gaming through an in-depth interview with Malta Gaming Authority (MGA) CEO Charles Mizzi, who shares insights on regulation, compliance challenges, and the future of AI governance in the sector.

#Preparing the Industry for AI Regulation

According to the Malta Gaming Authority (MGA), it is currently working on a draft of what it hopes would be the first artificial intelligence governance framework created especially for gaming operators. The move coincides with the upcoming EU AI Act, which is starting to change expectations for the development, application, and oversight of cutting-edge technologies in regulated sectors, including gaming.

The timing is intentional for the gambling industry, as AI is becoming more and more integrated into everything from marketing and risk management to player service and fraud detection. The introduction of a comprehensive EU-wide AI policy adds even more complexity to the demand operators already face to prove compliance with changing gambling laws and responsible gaming standards.

The regulator has positioned the MGA as a useful tool rather than a theoretical policy exercise, even though its structure will be voluntary. It aims to assist close the gap between today's AI deployments and tomorrow's EU legal duties while providing licensees with certainty at a time when AI systems are quickly transitioning from experimental into core operational use.

The MGA stated in its introduction of the program that the framework is intended to serve as a clear benchmark for what constitutes responsible AI in the context of gaming. “As AI becomes increasingly embedded in operational, compliance and player-facing tools, it is essential that there is no ambiguity for operators about what good practice means in real terms,” MGA CEO Charles Mizzi says.

#Malta’s Role in Advancing AI Standards

The MGA's action is significant because it regulates a region that is home to a significant number of Europe's top internet operators, suppliers, and platform providers. Banks, investors, and other authorities all recognize Malta's license as a vital entry point to regulated markets.

Because of this influence, Malta's regulatory orientation frequently influences the behavior of the industry as a whole. The MGA's decisions have the power to influence how operators understand gambling laws, design compliance initiatives, and incorporate responsible gaming protections into various jurisdictions.

Importantly, rather than being imposed in isolation, the framework is being developed cooperatively. Along with collaboration with the Malta Digital Innovation Authority, feedback from licensees, seminars, polls, and case studies is helping to shape guidelines that are meant to take into account practical operating limitations.

New risk categories that were not intended to be addressed by conventional gambling regulations have also been brought about by AI's expanding influence in the sector. AI presents new risks – from biased outcomes to opaque decision-making – that could affect both players and the integrity of gaming,” Mizzi says. “By taking the lead, the MGA can help ensure AI is used responsibly, reinforcing trust while protecting the sector.”

#Balancing Commercial Potential and Responsible Gaming

AI is one of the technologies that has given the gaming business the most hope. Machine learning models can assist detect early indicators of gambling-related harm, decrease false positives in AML monitoring, and enhance fraud identification. However, ill-run systems run the risk of escalating prejudice, permitting invasive profiling, or promoting destructive play behaviors.

Player protection continues to be the top priority for regulators. Real-time decision-making, behavioral analytics, and automated personalization all bring up important issues with accountability, transparency, and fairness—all of which are cornerstones of responsible gaming.

According to the MGA, innovation is acceptable as long as the results are obviously in line with player welfare and financial integrity. According to Mizzi, "we regulate for outcomes, not headlines." “AI is acceptable where it makes players safer and strengthens oversight, but it becomes unacceptable the moment it nudges vulnerability or obscures accountability.”

The framework of the suggested AI Governance Framework is based on this line of reasoning. Its foundational principals – transparency, equity, data security, system resilience, and well-defined human supervision—are meant to be applicable to a broad spectrum of AI-driven use cases.

Human interaction is still crucial, especially when making decisions that have a big influence on players. “Where AI informs interventions or player protection measures, documented human review is essential to prevent unintended harm and maintain accountability,” Mizzi says.

#Aligning With the EU AI Act

The early alignment of the MGA's strategy with the EU AI Act, which establishes a risk-based framework for artificial intelligence regulation throughout the bloc, is one of its distinguishing characteristics. The law has significant ramifications for gaming even if it applies horizontally across sectors.

Systems that are utilized for player risk assessment, fraud detection, financial monitoring, or behavioral profiling are all likely to come under increased scrutiny, especially if they have an impact on financial decisions or customer outcomes.

Early alignment gives operators the opportunity to plan ahead rather than respond, according to the regulator. “From the outset, the framework has been mapped to the EU AI Act’s risk-based structure and core principles,” as it’. “That gives operators clarity and helps avoid the need to retrofit systems later.”

As the Act transitions from legislation to actual enforcement, the MGA anticipates that the most pressing compliance issues will surface within the course of the next 12 to 24 months. For operators employing sophisticated or third-party AI systems, requirements pertaining to documentation, bias testing, model monitoring, and traceability will be very stringent.

Another source of pressure is third-party governance. Stronger contractual restrictions, transparency clauses, and audit rights are necessary since, despite the fact that many operators rely on outside vendors for AI capabilities, the licensee retains accountability under both EU AI Act and gaming rules.

“Where AI systems fall into higher-risk categories, operators will need strong data governance, ongoing monitoring and genuine human oversight,” Mizzi says.

#Why Voluntary Measures Matter

The MGA made an intentional decision in introducing a voluntary AI Governance Framework in this regard. The regulator is promoting early involvement and shared ownership of developing standards rather than waiting for prescriptive regulations.

Participation benefits operators in ways beyond just their reputation. It is anticipated that early adherence to the framework will lessen disruption when EU regulations go into force and offer a forum to shape the practical definition of responsible AI.

“Voluntary, for us, means creating space to lead,” Mizzi shares. “Operators who engage early are helping shape standards rather than reacting to fixed requirements later.”

In a market where AI-driven decision-making is coming under greater scrutiny, trust and transparency are becoming inseparable. Stronger ties with both regulators and consumers can be facilitated by showcasing how AI systems work, how risks are controlled, and how player interests are protected. “Those who adopt the framework meaningfully set the tone for responsible innovation and build trust with players, partners and regulators,” Mizzi says.

#Using AI to Enhance Supervision

The MGA is implementing AI within as well, creating an implementation roadmap for 2026–2027 that centers on supervisory duties including AML, player support, and financial compliance, even though the voluntary code is intended for licensees. Enhancing effectiveness and uniformity while strengthening security measures is the goal.

Artificial intelligence (AI) tools are already proving useful in AML and financial crime supervision by analyzing massive transaction databases and spotting irregularities more quickly than manual procedures. According to Mizzi, "these systems enable us to concentrate resources on truly higher-risk activity instead of noise."

While automation in financial compliance can speed up reporting cycles and decrease manual error, artificial intelligence is being investigated in responsible gambling supervision to evaluate if licensees' policies match regulatory criteria.

When combined, these efforts show a conscious balancing act between innovation and protection, with internal experience feeding back into external recommendations on gambling laws and expectations for responsible gaming.

#Tracking AI Use Across The Gaming Sector

In addition to the framework, the MGA intends to start an industry-wide project to learn more about how AI is being used in licensed operations both now and in the future. Instead of enforcing one-size-fits-all regulations, the goal is to inform appropriate, future-proof policy.

“This is about building a shared picture of how AI is transforming gaming today and where it is heading,” Mizzi says. “That insight allows regulatory expectations to evolve in step with real-world practice.”

Sessions on AI literacy will support this effort by assisting operators in navigating the EU AI Act and filling in typical gaps related to explainability, bias, and governance. “Without a shared understanding, even well-intentioned operators can make mistakes,” Mizzi shares. “Education turns compliance into collaboration.”

#Defining the Next Phase

The gaming industry's stakes are getting higher as AI adoption picks up speed. When utilized properly, the technology can improve compliance, fortify player protection, and further the goals of responsible gaming. When misused, it could undermine confidence and lead to regulatory action.

The MGA is trying to influence that trend rather than respond to it by acting early. "We want Malta to be a responsible leadership jurisdiction," Mizzi states. "This strategy ensures that we can keep an eye on, direct, and protect the industry as AI advances while allowing innovation to flourish safely."

The takeaway for operators is straightforward: the upcoming 12 to 24 months will be crucial. Early adoption of the MGA's AI Governance Framework could be crucial for navigating a rapidly tightening regulatory environment and proving that innovation and accountability can coexist.
